Facility History

Durkee Properties, LLC is the current real property owner of the 8.45 acres of land (Area/Site) in the City of Richmond where a land use covenant is being implemented. The Site was previously owned by the Former Witco Corporation (Witco). From 1967 to 1984, Witco operated at the Site a chemical manufacturing process which produced wastewater. At that time, the wastewater was held in two unlined surface impoundments, identified as Ponds 1 and 2, and treated before being discharged into a wastewater treatment plant. In December 1989, Witco ceased operation at the Site and by March 1990, all related hazardous materials were removed from the Site. In the mid-1980s, environmental concerns associated with the former Ponds 1 and 2 were identified when tetramethyltetrahydrofuran (TMTHF) and benzene were detected in the groundwater at the Site. In 1986, the former Ponds 1 and 2 were closed. Hazardous waste was completely dug out from former Ponds 1 and 2. The pits were backfilled with clean soil. In 1999, DTSC and Witco entered into a Consent Order which required Witco to complete the corrective action process for the former Ponds 1 and 2 which includes the assessment, investigation and remediation. On March 15, 2007, DTSC approved the remedies which included the implementation of dual-phase vapor extraction to cleanup the remaining TMTHFin a small area in between the former Ponds 1 and 2, periodic groundwater sampling and monitoring for TMTHF and benzene, and entering into a Land Use Covenant between DTSC and Durkee Properties, LLC to restrict the use of property. The Land Use Covenant for Durkee Properties, LLC was recorded at Contra Costa County Recorder Office on May 23, 2007.
