In 1986, Assemblywoman Sally Tanner sponsored AB 2948, County Hazardous Waste Management Plans, which authorized a county, in lieu of preparing the hazardous waste portion of a county solid waste management plan, to adopt a county hazardous waste management plan. The then Department of Health Services, Hazardous Waste Management Unit (now the Department of Toxic Substances Control (DTSC)) was required to provide generator information to assist the Counties in preparing these management plans. This became known as the Tanner Report. This report consisted of summary information of hazardous waste generators.
Other reports were also available from hazardous waste manifest data that provided more specific information. In 1995, the two reports were blended and the TanGen paper report was created, which met the requirements of the original legislation and provided complete generator and receiving facility information. The TanGen report was converted to CD several years ago and is now called the Hazardous Waste (HW) Summary Report. It is provided today on the DTSC Web site and on CD. The HW Summary Report is prepared from data extracted from the copies of hazardous waste manifests received each year by DTSC. The volume of manifests is typically 900,000 - 1,000,000 annually, representing approximately 450,000 - 500,000 shipments. Data from non-California manifests and continuation sheets, which represent just a few percent of the total volume, are not fully included at the present time. Please see the readme and disclaimer documents included in each download for more complete information. Downloadable Files The HW Summary Report is available in a compressed (zipped) text format for downloading. To keep the file sizes as small as possible for downloading, each calendar year is a separate download. For those who wish the entire data summary, it is available on CD for $25 by e-mailing your request to HWTSadmn@dtsc.ca.gov and using "HW Summary" in the subject line. Each downloadable file typically contains over 65,000 records and because of this, is not readable by many software programs. Users will typically want to use a data management application, such as FoxPro, Microsoft Access, dBase, or Paradox, to mention just a few. Instructions for Downloading the Files The tables below contain links to self-extracting Zip files in text format. You can extract or "unzip" the files to your computer without running a separate unzip program. To download one or more of the files, follow these steps: Microsoft® Internet Explorer 1. Click on the File Name. You will be given the choice to either "Open" or "Save" the file. 2.a If you choose "Save," you will be asked where you would like to save the self-extracting Zip file. Open the folder of your choice and then click "Save." At any future time, you can navigate to the folder you specified, double-click on it and complete the steps below to unzip the individual files. 2.b If you choose "Open," you will be asked where you would like to save the unzipped files. Click "Browse" to specify a folder otherwise, the files will unzip to your TEMP folder. 3. Click on "Unzip." You will get a message that says "7 file(s) unzipped successfully". Click "OK." 4. Click "Close" then, use Windows Explorer or My Computer to navigate to the folder you specified for unzipping and double-click the file(s) you want to open. 5. If you have already used a particular database program to open dBase files, the file(s) will automatically open in that program. If not, choose a database program to open the file(s). Netscape® Navigator 1. Click on the file Name. 2. Choose the folder where you would like to save the self-extracting Zip file. Click "Save."
