DTSC issues permanent California ID numbers to generators, transporters and disposal facilities not regulated by the U.S. Environmental Protection Agency (U.S. EPA) for the purpose of tracking hazardous waste. California ID numbers are site-specific and owner-specific. The ID number enables regulators to track the waste from its origin to the final disposal (“cradle to grave”). An ID number identifies each handler of hazardous waste on a hazardous waste manifest and other purposes. Some activities are exempt from having an ID number. |Who Needs an ID Number?|
Most generators, transporters and disposal facilities need an ID number to handle, store and/or treat hazardous waste.
Some businesses that generate and handle universal waste and businesses that generate less than 100 kg per month of photographic waste containing silver are exempt from having an ID number.
|Types of ID Numbers|
California Permanent ID Numbers
Businesses that generate waste on an ongoing basis must have a permanent ID number. To get a permanent ID number, you must complete the required application, DTSC Form 1358. There is no fee to obtain a permanent ID number. Remember, if 5 or more tons of hazardous waste will be generated in a calendar year on your permanent ID number, generator fees may be due. California Temporary ID Numbers
Temporary ID numbers (90-day numbers) are issued to people or businesses that do not generate hazardous waste on an ongoing basis. Temporary ID numbers must now be obtained online. DTSC no longer issues temporary ID numbers by phone. Please go to http://hwts.dtsc.ca.gov/GetEPAID_index.cfm to apply for a temporary ID number. There is no fee to obtain a temporary ID number. Federal (RCRA) ID Numbers
Waste regulated by the federal government under the Resource Conservation and Recovery Act is known as "RCRA waste." If a business generates more than 1 kilogram of RCRA acutely hazardous waste per month or more than 100 kilograms of other RCRA waste per month, they must have a federal ID number that is issued by DTSC's contractor, Tetra Tech Inc. |Generating 5 or More Tons of Hazardous Waste|
If you generate 5 or more tons of hazardous waste in a calendar year regardless of the final disposition of the waste on an type of ID number, California permanent or temporary; or federal permanent or temporary, you must contact the Board of Equalization to obtain a generator fee account number. Please contact the Board of Equalization if you have any questions regarding the requirements of registering, at https://efile.boe.ca.gov/ereg/index.boe or at (916) 323-9555.
|Search for an ID Number|
In DTSC’s Hazardous Waste Tracking System (HWTS) you can look up facility and manifest information by searching by ID number, address or business name. Go to www.hwts.dtsc.ca.gov and click on Reports.
|Changing Information on an Existing ID Number|
If you move your business, have a change in ownership or simply change your mailing address, you must notify DTSC of these changes immediately by completing DTSC Form 1358.
|Annual Verification Questionnaire (VQ) and Manifest Fees Assessment|
The 2013 EPA ID Number Verification Questionnaires and manifest fee assessments are scheduled to be mailed in June 2013. For your convenience, DTSC will provide an on-line version so you can submit your information electronically. To be included in the electronic Verification Questionnaire (eVQ), register at http://dtsc-web01.dtsc.ca.gov/eVQ/Home.aspx.
Annual EPA ID Number Verification Questionnaire - Generators, transporters, and facilities who are authorized to store, transport, treat, and dispose of hazardous waste are required to annually verify their EPA ID Number information per Health & Safety Code section 25205.16(b). The purpose of this annual verification is to ensure that the information on record for the EPA ID Number is correct and current.
In approximately June of each year, the Department of Toxic Substances Control mails the EPA ID Number Verification Questionnaire forms to EPA ID Number holders who have active status or who have had their EPA ID Number used on a manifest during the prior calendar year. The Verification Questionnaire Package also includes a Schedule A fee form for the calculation of manifest fees owed and a Schedule B fee form to calculate total EPA ID Number verification and manifest fees owed.
Any generator, transporter, or facility operator who fails to return the Verification Questionnaire forms shall be subject to suspension of any and all identification numbers and to any other enforcement action (Health & Safety Code section 25205.16(c)).
