Gale Filter, Deputy Director, Enforcement and Emergency Response

The Deputy Director of Enforcement and Emergency Response is a new position, a result of reorganization that took place in 2006.  Gale Filter was appointed to the position in April 2007.  The duties and responsibilities of the deputy director include overseeing the four primary elements of the enforcement program: statewide compliance, task force support, criminal investigations, and emergency response.  Mr. Filter directs a diverse staff of engineers, scientists, criminal investigators and support staff; develops, recommends and implements policy; and serves as the principal enforcement and public safety advisor to senior management on policy and program issues.

Prior to joining DTSC, Mr. Filter served as the California District Attorneys Association's (CDAA) Deputy Executive Director of Consumer, Environmental and Legal Services.  He was CDAA's Environmental Project Director from 1999 to 2003.  From 1990 to 1999 Mr. Filter served as an Imperial County Deputy District Attorney assigned to the prosecution of environmental cases and serious felonies.

In 2003 the Environmental and Circuit Prosecutor Projects of the CDAA were recognized by the American Bar Association (ABA), United States Congress and the U.S. Environmental Protection Agency (U.S. EPA) for their significant contributions to environmental enforcement.

Mr. Filter earned a Juris Doctorate degree from the University of San Diego School of Law, a Master of Public Administration degree from Governors State University in Illinois and a Bachelor of Arts degree from Humboldt State University.
