Brownfields

Brownfields are properties that are contaminated, or thought to be contaminated, and are underutilized due to perceived remediation costs and liability concerns.  Various State and federal programs provide information and guidance on the proper cleanup and development of these types of properties.

California Environmental Quality Act (CEQA)

CEQA Website  - Provides statute and CEQA Guidelines, as well as general reference and process information.

California Environmental Resources Evaluation System (CERES) - Information system developed by the California Resources Agency to facilitate access to a variety of electronic data describing California's environments.



Emergency Preparedness and Response

Certified Unified Program Agencies (CUPA Forum) - Information on local agencies that oversee and implement hazardous materials management and release response requirements under the Unified Program for businesses within their jurisdictions.

California Emergency Management Agency (Cal EMA) - General information on emergency response issues in California.

Cal EMA Hazardous Materials Business Plan Program - Provides information on requirements for Hazardous Materials Release Response Plans and Inventories (known as Business Plans).

Cal EMA/CalARP Program - Provides information on the California Accidental Release Prevention (CalARP) Program for the prevention of accidental release of regulated toxic and flammable substances.

U.S. EPA Homeland Security Research - National Homeland Security Research Center established to help to protect human health and the environment from intentional acts of terror.  Emphasis on decontamination & consequence management, water infrastructure protection, and threat & consequence assessment

U.S. EPA “All Appropriate Inquiries” under CERCLA  - Clarifies the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) liability provisions for certain landowners and potential property owners, if the property owners comply with certain provisions, including conducting all appropriate inquiries into present and past uses of the property and the potential presence of environmental contamination on the property.

American Society for Testing and Materials (ASTM) Standards  – Standards for Phase I and II Environmental Site Assessments as well as other environmental practices.  Purchase standards from this web site or identify standard number and title to view/use at a local library.

National Resource Conservation Service Soils Website - U.S. Department of Agriculture site that provides national soil investigation and soil survey information, including access to the National Soil Characterization Data online.

NRCS California Soils Website - California-specific soils information.



Surface Water and Groundwater

State Water Resources Control Board (SWRCB) - State agency that establishes and enforces statewide water quality standards and objectives, and oversees the state’s water rights system.  Website also provides links to the nine Regional Water Quality Control Boards that are responsible for regional water quality issues and discharge permits.

California Department of Fish and Game - State agency that oversees management of native fish, wildlife, plant species and natural communities, including habitat protection and maintenance.  The Department has broad statutory authorities prohibiting deleterious materials or substances from entering water bodies.

National Groundwater Association - Provides technical and industry specific publications, trainings and conferences.

U. S. Geological Survey (USGS) - Water resource information for the United States, including surface and ground water data, maps, and studies.



Underground Storage Tanks

SWRCB Underground Storage Tank (UST) Program - Main web site for California’s UST Program.  Includes information on laws, leak prevention, cleanup, testing, training, and publications, as well as information on the UST Cleanup Fund Program and Geotracker data system.

U.S. EPA Underground Storage Tanks - Main web site for national UST Program.  Provides information on why USTs are regulated as well as program priorities, compliance assistance, current issues, and links to state and regional programs.
