The Department of Toxic Substances Control (DTSC) submitted regulations to collect an annual fee for metal shredding facilities to reimburse the department's costs to evaluate metal shredding facilities and their waste. The Office of Administrative Law (OAL) approved these regulations on June 9, 2016 following a public comment period, pursuant to sections 11346.1 and 11349.6 of the government code.
